HCM City will appoint Tourism Police to look after the security of travellers in the region, according to the HCM City People's Committee on Wednesday.
City police will also publish a hotline for reporting crimes - or trying to prevent them.
The HCM City Department of Transport will co-ordinate with other authorities to set up transport safety boards to deal with drivers violating the rules.
